Surgeons, for example, may be mandated to keep a manageable hair length so they can tie it up and tuck it away at a moment's notice.
Besides, I could never understand why people would rather pretend Shepard can be a surgeon (while the only sensible role for Shepard in ME is being the saviour of the universe), than create a perfectly sensible random OC for that role. And pair them with a canon character, why not?
So, I suppose it's summed up to two things.
*cough*
1. There are a lot of Shepards out there with long hair created by teenagers...
2. It was 2am and reading several paragraphs of text is beyond my capabilities at that hour.
(I don't approve of long-haired Shepards. There's a reason why BioWare didn't let us choose from braided hairstyles.)
2. Late hour doesn't really excuse overlooking an author's attempt to communicate with their viewer, don't you think?
For me, late hour excuses everything. Including laziness. ... and long hair.
